(b) There shall be a standardization committee composed of <br /> five members. The mayor shall appoint four members without <br /> necessity of council confirmation, each of whom shall be from a <br /> separate department. The fifth member shall be a representative <br /> of the department of finance who shall serve as chairman of the <br /> committee. The committee shall classify all materials, supplies <br /> and equipment commonly used by the various agencies of the county <br /> and shall prepare and adopt standards and specification for such <br /> materials, supplies and equipment. <br /> (c) All purchases and contracts for materials, supplies, <br /> equipment and services shall be made by advertising, except that <br /> such purchases and contracts may be negotiated without <br /> advertising if: <br /> (1) The public exigency will not admit of the delay <br /> incident to advertising. <br /> (2) The aggregate amount involved does not exceed <br /> [$4, 000. 00] $,0'60. 00; however, any purchases or contracts <br /> involving sums between [$500. 00] $1, 000. 00 and [$4, 000. 00] <br /> goy <br /> $15000. 00 shall be based on competitive bids which shall be in <br /> writing. <br /> (3) It is impracticable to secure competitive bidding <br /> r <br /> for materials, supplies and equipment, including animals, plants, <br /> food and fodder for animals of the zoo, non-processed <br /> agricultural products, patented or proprietary articles and books <br /> and publications. <br /> (4) It is determined that the procurement of equipment <br /> 877 <br /> -12- <br />
