""Section 7-1.2. Civil Service Commission. The civil <br /> • service commission shall consist of [seven] five members who <br /> shall be appointed by the mayor and confirmed by the council in <br /> the manner prescribed in Section 13-4. Commission membership <br /> shall be representative of the community [and of the county <br /> geographical areas of Puna, Ka'u, Kona, Kohala, Hamakua, and <br /> Hilo] and the members shall all be in sympathy with and believe <br /> in the principles of the merit system in public employment. " <br /> SECTION 3 . Section 10-14, Hawaii County Charter, is amended <br /> to read as follows: <br /> "Section 10-14. Centralized Purchasing. <br /> (a) The department of finance shall be responsible for the <br /> procurement of all materials, supplies, equipment and services <br /> ® required by any agency of the county, except as otherwise <br /> provided by this charter or any law. <br /> (b) There shall be a standardization committee composed of <br /> five members. The mayor shall appoint four members without <br /> necessity of council confirmation, each of whom shall be from a <br /> separate department. The fifth member shall be a representative <br /> of the department of finance who shall serve as chairman of the <br /> committee. The committee shall classify all materials, supplies <br /> and equipment commonly used by the various agencies of the county <br /> and shall prepare and adopt standards and specification for such <br /> materials, supplies and equipment. <br /> (c) All purchases and contracts for materials, supplies, <br /> • <br /> -3- <br /> 1000- <br />
