For the purposes of this article, a "qualified voter" <br /> is a person who is registered to vote in the county on the dav <br /> that the clerk begins the examination to determine the <br /> sufficiency of the signatures on the petition. <br /> (d) No initiative petition shall be considered unless it is <br /> filed with the clerk of the council on or before May 1 preceding <br /> the next general election. No referendum petition shall be <br /> considered unless it is filed with the clerk of the council on or <br /> before June 1 preceding the next general election. <br /> Section 11-[4]3. Petitioner's Committee. For each <br /> initiative or referendum petition there shall be a petitioners' • <br /> committee representing all the petitioners, which committee shall <br /> be composed of five members who shall be qualified voters of the <br /> IIIcounty and signers of the petition. The committee shall be <br /> responsible for circulation of the petition and for assembling <br /> and filing the petition in proper form.
