• in accordance with the election laws of the state. " <br /> SECTION 2. Section 3-3, Hawaii County Charter, is amended <br /> to read as follows: <br /> ',Section 3-3. Qualifications. A person must be a citizen <br /> of the United States of America and have been a duly qualified <br /> elector of the county for at least one year immediately preceding <br /> [his] election or appointment to the county council. [Where <br /> residency in a district is a requirement, a] A person must also <br /> have been a resident and registered voter of the district from <br /> which [he] the person is to be elected or appointed for at least <br /> ninety (90) days immediately preceding the primary election or <br /> [his] the appointment. " <br /> SECTION 3 . Article III, Hawaii County Charter, is amended <br /> by adding a new section to be designated as §3-18 and to read as <br /> follows: <br /> "Section 3-18. County Reapportionment Commission. <br /> (a) There shall be a county reapportionment commission <br /> which shall establish the boundaries of the council districts. <br /> (b) The initial reapportionment commission shall consist of <br /> seven members, two of whom shallbe residents of the combined <br /> iudicial districts of North and South Hilo, one from the judicial <br /> district of Puna, one from the judicial district of Ka'u, one <br /> from the combined judicial districts of North and South Kona, one <br /> 111 from the combined judicial districts of North and South Kohala, <br /> -2- <br /> 1006 <br />
