He had been a lifetime resident of <br /> the State of Hawaii, a voter in the City and County of <br /> Honolulu and became a registered voter of this County on <br /> April 11, 1975. <br /> If the two year resident elector requirement is unconsti- <br /> tutional, is this person now qualified to file nomination <br /> papers for the Councilman-At-Large Office? <br /> Ted T.
