Subdivision 1. Appointment and qualifi- <br />natiors In any county which is not operating under either the. electcd county execu- <br />tive plan, the county manager plan, or the auditor -administrator plan, the office of <br />county adritinistrotor may be esoablished. The county hoard may appoisit and employ <br />the administrator upon such terms and conditions as it deems advisable and IS autho- <br />rized to appropriate funds and provide suitable office space for the office. Ile shall he <br />chosen scifel:,• on the basis of his training, experience, and administrative qualifications <br />and need not be a resident of the county at the time of his appointment. The adminis- <br />trator shall be appointed for an indotioite period and he may be removed by the <br />cot.ulty board at any time, but after he has served as admr•ustrntor for one year he <br />may demand written charges and a public bearing on the chaoges before the count,/ <br />board prior to the date when his final removal taites effect. Pending such hearing, and <br />removal, ths county board may suspond him from office. The county board may de.sig- <br />nate some properly qualified person to perform the duties of the administrator during <br />• his absence or disability. The county board shall set his salary and raeay provide for a <br />teruiination allowance. <br />Subd. 2. Othier oftioers nay be appoIntecl. The county board may appoint as <br />county administrator any county officer or employee deemed to be qualified by reason <br />of his trainiog, experience and administrative qualifications. If a county officer or em- <br />ployee is appointed county adininistrator, the officer or employee shall resign his of- <br />fice and terminate his responsibilities before asstornMg the crifice of county adinnsitara- <br />tor. <br />Subd. 3. Aixillshbog office of adminisirsitor. If the office of county administrator <br />is abolished, any duties and responsibilities previously assigned to the county adminis- <br />trator shall be vested in the officer or department which had responsibility for the <br />function previous to the transfer of the function to the county administrator. <br />Subd. 4. Administrators-, powers and duties. The county administrator shall be <br />the administrative head of the county and shall be responsible for the proper adminis- <br />nation of the affairs of the county placed in his charge. He shall exercise general str= <br />pervisioo over all county institutions and agencies and, with the approval of the <br />county board, coordinate the vanous activities of the county and unify the manage- <br />ment of its affairs. If roquired by the county board, he may act as the head of any dr, - <br />pas Mien!, the appointment of which i'; made by the coumy board, provided ht' has the <br />qualifications regoired by law. His rest,x.nsibilities shah include, hot are not limited to, <br />the following duties: <br />(a) Hire quahfied staff to assist him in the performance of his duties as approved <br />by the board; <br />(b) Provide for the execution of ah ordinances, resolutions and orders of the <br />board and all laws of the state required to he enforced throtli the county board, by <br />bon or by officers who are under his direction and supervision; <br />(c) Apooint, suspend, and remove with the approval of the county board all <br />county personnel whose appointment, suspension or removal is a function of the <br />county brad undor general law and make such appointments with the approval of the <br />coority board to additional offic-os, boards, corn and conlmissions both advisory <br />and otherwise as the county bnard may direct; <br />(d) Provide for county purchases including purchases of service as directed by <br />the county board and pursuant to purchasing regulations est.:Polished by the board; <br />(c) Prepare and submit to the county board a proposed annual budget and long- <br />range capital expooditure program for such period as the county board may d.,rect, <br />each of which shall include detailed estimates of revenue and expenditures and en- <br />fotee the provisions of the budgc•n when adopted by the county board; <br />(f) Attend all meetings of the county board and recommend measures for adop- <br />. <br />Lion as he deems advisable or expedient: <br />(g) Examine the books and papers of officers and departments of the county as <br />directed by the county board and report his findings to the county board, keep the <br />county board fully advised as to the financial condition and needs of the county and <br />
