Communication dated May 2, 1978, to Honorable Harvey S. Tajiri, <br /> Councilman; from the Director of Personnel Services indicating goals, <br /> programs and productivity standards of the department. <br /> 2. Communication dated August 21, 1978, to Honorable Herbert T. Matayoshi, <br /> Mayor, from the Director of Personnel Services which is the Annual Report for <br /> FY. 1977-1978 and gives more operational details than the preceding communication. <br /> 3. Communication dated November 16, 1978, to Honorable Herbert T. <br /> Matayoshi, Mayor, from the Director of Personnel Services which is the Budget <br /> Message for FY 1979-1980 and provides insight as to what is planned for the <br /> ensuing fiscal year. <br /> 4+. Item No. 4 is a decision from the Supreme Court of Hawaii (HGEA v. <br /> Maui County) which indicates, the problems of conflicting legal documents, in <br /> this -case, charter provisions which conflict with general laws. <br /> MEMBER <br /> COMM.
