No additional positions have been created since then. <br /> the office have increased over the past few <br /> While the functions of f e <br /> years , we have strived to internally reorganize ourselves to better de- <br /> liver our servicesg iven the limited manpower, Additionally, we con- <br /> stantly sought external or non-County funds to provide some of the relief. <br /> As a result and after much discussion, a major reorganization of <br /> the office was approved by the County Council , and that organization is <br /> only 6 days old. It went into effect February 1, 1979 . <br /> You will note that in this reorganization (see attached) , there are <br /> 21 authorized positions . We also have reflected 2 positions created <br /> under the Federal Coastal Zone Management (CZM) Program; 4 CETA positions ; <br /> and 1 position funded under the Housing Development program administered <br /> by the Mayor ' s office. That chart has since been revised to reflect an <br /> additional CZM position. Presently, there are 4 civil servant vacancies . <br /> In sum, we have 29 positions , of which 5 are vacant. <br /> I have also attached foryour convenience a copy of the department ' s <br /> functional organization. chart. The functions of each division are clearly <br /> outlined. therein. Additionally, to further clarify some of this office' s <br /> legal responsibilities , I have attached a copy of the specific functions-- <br /> both regulatory and staff. <br /> As expressed earlier, I would like to still provide you with my <br /> comments regarding the substantive aspects of the planning functions of <br /> this County as spelled out in the Charter. There are areas , for example , <br /> such as the necessity of Council confirmation; relationship with other <br /> agencies ; and so forth which demand your careful thought and considera- <br /> tion.
