• <br /> IIP <br /> • <br /> • <br /> • <br /> THE DEPARTMENT OF PUBLIC WORKS <br /> The Hawaii County Department of Public Works was officially created by the <br /> Territory of Hawaii Legislature in 1943. Since January of 1969, we have <br /> • been working under the Charter form of government. This department, along <br /> with the Departments of Parks and Recreation and Fire, are directly under <br /> the Managing Director of the Executive Branch. <br /> The makeup of this department consists of the Chief Engineer, Deputy Chief <br /> Engineer, Private Secretary, the administrative personnel, and the following <br /> divisions and staff: • <br /> Bureau of Plans and Surveys (30) <br /> Bureau of Building Construction and Inspection (50) <br /> Bureau of Sewers and Sanitation (40) <br /> Bureau of Road Construction and Maintenance (140) • <br /> Division of Traffic Safety and Control (15) <br /> Division of Automotive Equipment and Motor Pool (20) <br /> All except the last are headed by registered professional engineers. <br /> Primarily the Department of Public Works is vested with the powers and duties <br /> by law, ordinances and rules and regulations to carry out these functions: <br /> All phases of public building, bridges, sewers and sanitation systems, solid <br /> waste disposal systems, highways, streets, roads, sidewalks, driveways , <br /> traffic signs and markings, traffic analysis and design, street light system, <br /> • traffic signal light system, public surveys and land matters, subdivision, <br /> drainage, land grading and flood control, improvement by assessment, public <br /> safety requirements, and the building, plumbing and electrical codes and <br /> miscellaneous code enforcements. <br /> There are four councils/boards under the supervision of this department. <br /> These are the Highway Safety Council, an advisory committee to the Mayor; '' <br /> the Board of Appeals acting on building, plumbing, and electrical code matters ; <br /> the Housing Advisory and Appeals Board to control substandard buildings; and <br /> the Grading Board of Appeal to,hear appeals on the grading ordinance. <br /> For your information, the Department of Public Works is comprised of six major <br /> divisions -- these being <br /> 1. Bureau of Road Construction and Maintenance <br /> This bureau is responsible for the construction, repair and <br /> maintenance of public roads, streets, highways, bridges, side- <br /> walks and curbs within the County of Hawaii other than those • <br /> under the State.
