(® 411 <br /> EXPLANATION OF <br /> CHARTER AMENDMENT PROPOSAL <br /> DEPARTMENT: Finance <br /> DATE: February 1, 1979 <br /> TITLE: Relatingto Article X Financial Procedures, <br /> , <br /> Lapsing of Appropriations. <br /> PURPOSE: To provide for earlier and definite lapsing of <br /> appropriations for capital improvement projects. <br /> MEANS: Amend Section 10-10 Lapse of Appropriations. <br /> JUSTIFICATION: The present language allows appropriations to be <br /> encumbered indefinitely as long as some part of the <br /> appropriation was spent. This clutters up the books <br /> unnecessarily. The proposal would lapse any unencumbered <br /> appropriation at the end of two fiscal years following <br /> the fiscal year of the appropriation. If funds for an <br /> important project should lapse, they must be re-appro- <br /> priated by the Council. The proposal is intended to <br /> have prospective effect. <br /> COST: None <br /> OTHER AGENCIES All agencies with County appropriations for capital <br /> AFFECTED: improvements. <br /> -6- <br />
