n, 411 410 <br /> method of electing the County Council is wrong in that the <br /> "at large" method of voting deprives many voters of their <br /> right to select their own representation, both in the primaries <br /> and the general elections. v4e therefore propose that the Council <br /> should consist of 9 members selected by seperate vote in the <br /> four election districts as follows ' <br /> 2 each from Districts 1 ,3,and 4 <br /> 3 from District 2 <br /> This method fairly evenly divides up the representation and <br /> provides it for areas of common interest and affinity. For <br /> instance, based on 1978 voter registration, there would be <br /> one representative for the following percent of voters for <br /> each district as follows : <br /> 11 % District 1 (Kau,Puna, South part of South Hilo) <br /> 12-?1% District 2 (City of Hilo) <br /> 8-% District 3 (North Hilo,Hamakua,North Kohala) <br /> 19% District 4 (South Kohala,North and South Kona) <br /> • <br /> We feel that the termsshould remain at four years, but that <br /> the elections should be staggerred so that approximately <br /> one half of the Council would be elected every two years. <br /> This would provide for more efficiency and continuity of <br /> function and experience within the Council. <br /> Also, Charter provision should be made to adjust this election <br /> as population changes occur.
