Initiative e.nd referendum when placed <br /> side by side to the concept . of a representative form <br /> of government appears to be inconsistent. Initiative • <br /> is the ability by the people and the public to come <br /> - forth and have an ordinance or a law be considered. <br /> Isn 't this the real responsibility of the people that <br /> . e you elect. And the same thing for initiative and <br /> referendum and really have them evaluated. And if we go several years back when <br /> I was going to school there and the issue came about <br /> the oil depletion situation and see millions of dollars <br /> ' 'spent on both sides, the public having really no <br /> • - - idea of what the initiative and referendum was about <br /> and to see all of these special -interest come through . <br /> with all kinds of• initiative and proposals would give . <br /> us cause to really evaluate in our :.•epresentative form <br /> of government whether the .initiative and referendum <br /> is that .sacred kind of a provision. -So I would like <br /> to request the Chart.er ,Commission to really study the - <br /> initiative and referendum in depth, particularly in <br /> • areas such as California where they had this and to- <br /> • <br /> really get an idea of how these things work in actual <br /> . practice and to weigh this together with the idea of . <br /> • a representative fori.i of government. <br /> In the other areas of the Committee on Aging, Children <br /> and Youth and the 0.E.
