REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> March 2$, 1979 <br /> Chairman and Members • <br /> Hawaii County Council <br /> Hilo, Hawaii <br /> Your Committee on Finance to which were referred : <br /> Comm. 10$0: REQUEST FOR SPECIAL COUNSEL TO THE CHARTER COMMISSION <br /> From Kimiaki Sakata, Chairman, Charter Commission, <br /> dated March 6, 1979 informing the Commission finds <br /> that the retention of independent legal counsel to <br /> advise it and to provide services for legal research, <br /> counselling and drafting of charter proposals is <br /> essential to allow it to adequately fulfill its <br /> duties in reviewing the County Charter and requests <br /> -authorization to employ special counsel. Informs the <br /> cost of special counsel can be covered by funds now <br /> budgeted for the Commission's operations; <br /> 10$0.1: From Corporation Counsel Stephen G. Bess dated <br /> • March 12, 1979 informing they concur with the Charter <br /> Commission's request for appointment of special <br /> counsel as the duties of the Commission make it <br /> imperative that it preserve its independence from <br /> any one agency of the County.
