CHARTER REVIEW COMMITTEE " <br /> KONA COAST CHAMBER OF COMMERCE POSITIONS <br /> 1. That the County Council consist of nine members. <br /> 2. That one member be elected from each of nine districts . There <br /> would be no councilmen elected "at large" . <br /> 3. That terms of office of councilmen be four years . <br /> 4. That the, four year terms be staggered and set up 'on the same basis <br /> as that which the Con-Con set up for the -Hawaii Senate in 1978 . <br /> 5. That the nine districts be reapportioned following the 1980 <br /> census ,. and every eighth year thereafter shall be reapportionment <br /> years . <br /> 6. That there be interim appointments when a councilman .is unable to <br /> carry out his duties as a representative to the council. <br /> 7. That there be a balanced budget. . <br /> 8. That the Property Tax on any piece of property must not exceed - <br /> 1% ' of its assessed value , with its assessed value not to increase <br /> more than 2% per year ex cept that when the property is sold the <br /> .assessedvalue goes to fair market value. <br /> 9. That a provision for "Sunset"laws be incorporated into the <br /> county charter. <br /> 10.
