The police (commission] department shall adopt such rules as it may consider necessary for the conduct of its business and regulation of the matters committed to its charge by law. (Except for purposes of inquiry, neither the comm- ission or its members shall interfere in any way with the administrative affairs of the department. Section 7-2.4. Chief of Police and Deputy. The chief of policy shall be appointed by the (police commission) mayor with the approval of the council and may be removed by the [police commission] mayor with the con- currence of the council . The deputy shall be appointed by the chief of police (with the confirmation of the police commission] and may be removed by the chief (with the approval of the police commission./ Article VIII Department of Water Supply Section 8-1.
