Initiative & Referendum - Remove present restriction to <br /> give the people the right to change budget, expenditure & taxes. <br /> The people are the employers. <br /> 2. Charter to provide satellite County office for West Hawaii, namely <br /> Kona. People of South Kohala & North Kohala can fully utilize its <br /> services rather than travel the dangerous Mud Lane stretch from <br /> Honokaa„ thru Wainaku. <br /> 3. Use the present elective system for County councilmen but restrict <br /> to 2 terms and no more than 8 years. All councilmen, including <br /> chairman, to attend all committee meetings. <br /> 4. Provide for consolidation of: <br /> a. Public Works - Parks & Recreation - Dept. of Water Supply <br /> b. Planning - Research & Development. <br /> The reason for this is because there are too much chiefs and not <br /> enough Indians. <br /> 5. Eliminate Mayor system of government. <br /> The reason for this is because there is too much overhead. <br /> 6. Provide for County Council to hire City or County Manager. <br /> The reason - manager to be more responsive to people & County Council. <br /> 7. Recall: <br /> a. To remove ineffective. or corrupted politicians <br /> b. Remove any able-bodied councilman who does not attend four <br /> consecutive official business meetings, including committee meetings, <br /> budget review, etc. <br /> 8. Provide chairman of Council to attend at least one committee meeting <br /> per week. <br /> 9. Provide legal counsel for County Council. ' <br /> COMM. NO. LS 4 <br />
