Hawaii Committee. This is because,un.til <br /> the meeting of May 22, the Committtee had not considered the <br /> question of sattelite services to outlying areas from Hilo <br /> a Charter problem. However, that meeting certainly raised <br /> the question in anurgent mann.er.So• mtch so, that a reexam- <br /> ination of theproblem suggests that a Charter. revision <br /> would be in order. <br /> The West Hawaii Committee has not had a chance to discuss this <br /> or adopt a policy, so this is strictly a personal view. <br /> It is my suggestion that Article IV, EXECUTIVE BRANCH, GENERAL <br /> PROVISIONS be amended by the addtion of Section 4-5 as follows : <br /> Section 4-5 Availabilty of Services <br /> All County services under the ExecutiveBranch shall be <br /> available to all County Residents from service offices <br /> so located that no resident is outside of a 50 mile radius <br /> from one ormore offices off erring such services. Nothing <br /> herein shall prevent the executive administration from <br /> establishing more convenient service offices than the <br /> above. minimum. <br /> Note that the above does not limit such centers to face to <br /> face operations, but is broad enough to permit,as necessary) <br /> telephone contact to the central office for authorization <br /> purposes, or for consultation with Department Heads, etc, as <br /> necessary© In the future this might be best accomplished as <br /> to negotiatory matters,etc,by closed circuit TV. <br /> It is interesting to me that this problem should surface at <br /> such a late date in the Charter Review process, but I have no <br /> doubt that it is a genuine one, not only in Kona but in many <br /> other parts of the County. <br /> Sincerely, <br /> William W.
