We are strongly opposed to the <br /> formation of a separate county in west Hawaii . The for- <br /> mation of such a county .would be financial disaster for <br /> both east and west Hawaii and would not promote orderly <br /> planning. <br /> Secondly, we strongly favor election of our councilmen <br /> by district and not by at large and suggest that registered <br /> voter count is the most logical population figure to use <br /> for apportionment. The number of registered voters is <br /> always current and reapportionment can be done at any <br /> • , time using these figures- and need not be delayed for a <br /> U. S. consensus.
