Let's try. <br /> MANAGER: I think most of these were taken from the revised laws but it's broken <br /> down to short form, concise. <br /> TANAKA: • I have a question which again is kind of vague to me is adopt rules and <br /> regulations which shall have the force and effect of law, item b, relating to <br /> the management, control , operation, preservation and protection of the <br /> waterworks of the county. Do you find it inconsistent when we still have to <br /> submit our table of organization, like to what you just mentioned, like to <br /> the Council or to the union or to civil service people and so that actually <br /> we still have to get somebody else to approve other than ourselves and yet <br /> it says that it says you know it says it has - the force and effect of law. <br /> MANAGER: It gets confusing. So this is one of the points that we broughtup in our <br /> recommendations to the Charter Commission that we don't have to go; we have <br /> the power to, the Commission has the power to do it so when it goes to the <br /> administration, well , maybe it should be just filed and recorded and sent to <br /> • the Lieutenant Governor's office, wherever you know, it doesn't have to be <br /> approved again. I think that was one of my recommendations; and you know <br /> I think in the Charter you know there's some exceptions in there which doesn't <br /> clearly pinpoint what the exceptions are. <br /> -8- <br />
