f 4 <br /> t 5/23/79 Meeting <br /> changes to specific areas here or whether we keep it the same; if we keep <br /> it the same, let's say we agree to remain semiautonomous and I think the gray <br /> areas like you know 8-5, I don't know how we can change it but to me that's <br /> too general you know a statement or whatever; there's no real meaning to me. <br /> MANAGER: The newspaper, Hugh Clark's newspaper, quoted that I was one that said <br /> abolish, but that's not right. Civil Service says abolish that and Police <br /> says abolish that section. When they asked me, the only thing I told them <br /> this thing should be clarified instead of abolishing because to me I thought <br /> that the direction of the County, you got to follow one direction and where <br /> the County is going and that' s from the mayor and so it should be clarified <br /> to say what it means . I didn't say abolish that portion if you look into <br /> the Charter Commission minutes; but Hugh Clark said I said to abolish that <br /> section. I think we all should know where the whole County is headed for <br /> and that's where the general supervision will come in, not specific <br /> supervision like cooperation, that's the Commission 's job; that's why we <br /> go to cabinet meetings like that to know what's going on, what's the <br /> thinking of the County, the administration, where they want to go, the <br /> direction. <br /> IIDA: So that what you're saying maybe-- <br /> MANAGER: It should be clarified, define this. <br /> IIDA: What general supervision is and what control is. <br /> MANAGER: Instead of leaving it up to interpretation; some people don't know how to <br /> interpret this like the Police Commission and maybe Civil Service Commission <br /> like when they say knock it off, you know I didn't go along with that. <br /> IIDA: Yes, I remember reading that. <br /> TANAKA: Thank you for bringing that up. I think that you know we're very uncomfortable <br /> with Section 8-4 you know its a too broad and general area and but I still <br /> don't know how we can clarify it; personally, I don't have any specific <br /> recommendations in terms of clarifying that particular area but does anybody <br /> else have, does anybody else have anything specific with regard to general <br /> supervision? <br /> KAWAMATA: Maybe the Mayor' s office can do some clarification on that. Let the Mayor <br /> tell us what it is . <br /> -23- <br />
