• <br /> Although the equipment was initially obtained for its billing functions, <br /> • it is now used for many other applications. in. the design stage are many <br /> more applications. To list them all would take too long. <br /> Let us now look at what happened to the County since 1964. . The County <br /> remained idle in this area until 1970, when a consultant was hired to do <br /> an EDP .study. Since then, a number of other studies have been done at • <br /> a cost of many thousands of dollars to the taxpayers. Although the County <br /> has its payroll system on computer, it is being done by a contractor. ' A <br /> few years back, another contractor was hired to implement its accounting <br /> system. ' As of today, this system is still not operational. Last year, <br /> the Water Department made arrangements for the County to rent time -on the <br /> department's computer facility. This was supposed to have taken effect in <br /> November 1978. The County however is still in the process of creating its <br /> staff, and everything else is at a standstill . Although the County should <br /> be looking for equipment more suitable to its needs, no current proposals <br /> for equipment have been obtained. It is reasonable to expect, should the <br /> Council approve of a purchase, the County will not be on its own for yet <br /> a couple of years. • <br /> • <br /> SHOULD THE WATER COPMMISSION BE .ABOLISHED? <br /> If we are thoroughly convinced that the Water Department under the Water <br /> Commission has failed to do its job in operating and managing the public <br /> water systems for its customers, then, and only then, should we approach <br /> the next question. Should the Water Commission be abolished? For now, <br /> let us say that the department and the Water Commission have failed and <br /> that the department is turned over to the Mayor and the County and examine <br /> some of its implications. <br /> -7- <br />
