1979 HAWAII COUNTY CHARTER COMMISSION <br /> Rules of Procedure <br /> I. OFFICERS <br /> The officers of the Commission shall consist of a <br /> Chairman and a Vice-Chairman to be elected from among <br /> the membership of the Commission. <br /> II. DUTIES AND POWERS OF THE CHAIRMAN <br /> A. To preside at each meeting of the Commission. <br /> B. To preside at all public hearings. <br /> C. When necessary or required, to sign and certify to all <br /> official acts of the Commission and all vouchers, <br /> purchase orders, etc. , for payment of expenditures of <br /> the Commission. • <br /> D. To appoint staff members, committees and consultants <br /> when authorized by the Commission, in accordance with <br /> applicable laws. <br /> E. All official information shall be released through the <br /> Chairman of the Charter Commission. <br /> III. DUTIES AND POWERS OF VICE-CHAIRMAN <br /> The Vice-Chairman shall exercise and perform the duties <br /> of the Chairman in the absence of the Chairman. <br /> IV. MEETINGS <br /> A. The place of the meetings shall be the Councilroom, <br /> Hawaii County Building, or such other public place as <br /> the Commission may designate. <br /> B. Special meetings may be called by the Chairman or by a <br /> majority of the Commission, in accordance with applicable <br /> laws. <br />
