MR. RICHARDS: That is correct and the police <br /> commission in no way meddles with the day-to-day operation of the <br /> police. <br /> MR. SCHUTTE: Section 7-2. 7, on the bottom has <br /> nothing to do with the police commission as far as their decision? <br /> MR. RICHARDS: Yes, I mean there is this ambiguity <br /> which exists, which we would like to see--- . <br /> MR. SCHUTTE: Spelled out. <br /> MR. RICHARDS: That is correct. <br /> MR. SENSANO: If it were necessary to discipline <br /> the chief of police, who would discipline him? <br /> MR. RICHARDS: If it were necessary, if the commission <br /> felt that the chief of police personally should be reprimanded, the <br /> commission would do it. If it was felt that the chief should be <br /> removed, the commission would do it. <br /> MR. SENSANO: But you don' t have supervision of the <br /> chief of police? <br /> MR. RICHARDS: Well, the chief of police serves at <br /> the pleasure of the commission and hence you do, in fact, have <br /> supervision in the not day-to-day, you don' t call the chief up and <br /> say what are you doing today, chief, but if crime takes off, if <br /> there are problems within the department, there seems to be a <br /> deterioration of leadership, there seems to be a problem where the <br /> chief is unable to do the job effectively, why then I think that <br /> is the unpleasant job of the commission to take care of things. <br /> If it requires dismissal, unfortunately, so be it. If it requires <br /> reprimand, then so be it. <br /> MR. TRULSON: Mr. Richards, Section 7-2. 2, Police <br /> Commission, you requested that we consider enlarging it by two mem- <br /> bers, is that correct? <br /> MR. RICHARDS: That is correct. <br /> MR. TRULSON: Where would you suggest those two <br /> members come from? What area? <br /> MR. RICHARDS: I have no particular areas involved. <br /> That' s why I cited Section 13 which outlines how nine-member <br /> commissions are appointed. I think it would be along those lines. <br /> MR. OMONAKA: I believe the present police commissioners <br /> are appointed on the basis of where each - you have a district <br /> station -- you have seven. So this is where you have seven com- <br /> missioners, I believe. <br /> MR. RICHARDS : Actually, in the police, you have <br /> nine districts. <br /> - 15 - <br />
