As I said, they only meet <br /> once a month. They only deliberate on the matters of issuing <br /> liquor licenses. As far as the liquor commission, the total <br /> membership, most of them are not familiar with the daily operation. <br /> So in that sense, there is some conflict because, as I said, <br /> frankly, I dohnot report to the liquor commission on the daily <br /> operation which takes up 90 percent of our time because according <br /> to charter, I'm not required to report to the liquor commission nor <br /> to the adjudication board. If there is anything else that I have <br /> to report, I have to report to the Mayor because I'm one of his <br /> department heads. We do report at cabinet meetings what is <br /> happening to our department, our programs, our objectives, our <br /> goals. For example, the past Sunday we had a meeting with the Mayor <br /> and the Mayor would ask us what is your program for the year 1979? <br /> Reporting to the liquor commission, I don' t think there is any <br /> ideal such a thing, because this is a day-to-day operation. So I <br /> would say as far as reporting, I think the general supervision <br /> should be under the Mayor, but I have no answer to this idea why <br /> only the liquor commission has the appointive authority. <br /> MR. SCHUTTE: What you' re trying to say is that with <br /> the implementation of this charter, you said you were the director <br /> of liquor control prior to that. Your status then moved as the <br /> director of liquor control under the charter, however, you are not <br /> governed by the charter until your successor comes in. Is that <br /> what you' re saying? That your position is not governed by the <br /> Charter?tn <br /> MR.
