HAWAII COUNTY CHARTER COMMISSION <br /> MINUTES <br /> 3rd Session <br /> January 23 , 1979 <br /> Hilo, Hawaii <br /> The third session of the Hawaii County Charter Commission <br /> was called to order at 3: 35 p.m. in the Hawaii County Councilroom, <br /> Hawaii County Building, Hilo, Hawaii, by Mr. Kimiaka Sakata, <br /> Chairman.'_= . <br /> The roll recorded the following: <br /> Present: Mr. Harlan Cadinha <br /> Mr. Richard Ishida <br /> Mrs. Amy Iwamoto <br /> Mrs. Gloria Kobayashi <br /> Mr. Akira Omonaka <br /> Mr. Kimiaki Sakata <br /> Mr. Spencer Kalani Schutte <br /> Mr. Herman Sensano <br /> Mr. Joseph Trulson . <br /> Mr. Basilio Yagong <br /> Mr. Matsuo Yanaga <br /> County Clerk R. B. Legaspi <br /> Recording Secretary J. Carnett <br /> Since the minutes of the second session of January 16 , 1979 <br /> were not ready, the Chair ruled to dispense with their approval . <br /> DEPARTMENTAL It was moved, seconded and approved that the <br /> TESTIMONY: Rules be suspended and Departmental testimony <br /> be accepted. <br /> George P aiva, Safety Coordinator, listed the duties and respon- <br /> sibilities of his Division as follows: To coordinate safety <br /> activities , develop County of Hawaii safety policies governing <br /> industrial safety. Analyze and;--:maintain accident reports and <br /> records, prepare the safety budget, conduct activities for <br /> stimulating and maintaining interest of employees in safety. <br /> Piava also listed duties as to develop employee safety programs , <br /> serve as advisor to the safety committee, prepare adgenda for <br /> business conducted by that committee. The Safety Coordinator <br /> supervises 'and conducts and appraises accident investigations. <br /> Plans and directs a regular program of safety inspection. <br /> Prepare and issue reports showing the County' s Departmental <br /> performances and accident trend. Also prepares industrial <br /> accident reports as required by the State of Hawaii Department <br /> of Safety and Industrial Relations. Make personal inspections <br />
