In other words, the way it is now works fine in <br /> your commission. <br /> MR. PAIVA: Yes, because if you are going to make it a <br /> separate department or a division of another department then <br /> we are going to run through the whole thing back up. through <br /> the Mayor again which is a great loss of time and I know this <br /> has been proven poor in the other counties and they envy us <br /> this that has been incorporated in our charter.
