Is the <br /> complexity of the Department of Water Supply such that it <br /> would almost need a full time operation by itself? In <br /> other words, if this division was put under the Department <br /> of Public Works under a separate department, is it such in <br /> its complexities that it needs to operate in that capacity? <br /> MR. HARADA: If it were made a division <br /> of Public Works, would it because of the complexities , have <br /> to stand by itself. Is that what you are asking? <br /> MR. SCHUTTE: That ' s right. <br /> MR. HARADA: Not necessarily. I would, if <br /> I. had my choice, I think. . .and the choice would be whether <br /> they would be a division or a separate department. . .which <br /> changes it from its present status, I would op, I think, <br /> to having them be a separate department. <br /> MR. SCHUTTE: As it is now? Or just a <br /> separate department under the mayor. <br /> MR. HARADA: A separate department under <br /> the mayor. <br /> MR. CADINHA: Mr. Harada, I appreciate your <br /> frank answers here and we are not attempting to have you <br /> nail anybody but would it help or is there any special <br /> reason for you to report to the managing director? Or, <br /> practically speaking, do you go through that office or <br /> do you go directly to the mayor? <br /> MR. HARADA: On most issues we go through <br /> the managing director. Through the procedure that is out- <br /> lined in the Charter. There are situations where we go <br /> directly to the mayor to get a fast response, for example. <br /> Or on a very critical issue that needs a response at that <br /> moment. But, primarily, I don 't see any problems in <br /> managing under the structure that we have under the Charter. <br /> MR. CADINHA: Thank you. <br /> MR. OMONAKA: You have requested a minor <br /> change made. Changing the Chief Engineer title to Director. <br /> Your department is very. . .requires very skilled professional <br /> people. Now, if you do have the title of Chief Engineer, <br /> this would compel the mayor to appoint qualified persons in <br /> your department so wouldn ' t it be better if this is left as <br /> it is? <br /> MR. HARADA: Well, the Charter requirement <br /> that requires that this person be a registered professional <br /> engineer, I think, should still hold. Perhaps the solution <br /> based on your response would be like they have in the City <br /> and County of Honolulu where the head of the Public Works <br /> -22- <br />
