MR. GARCIA: We were designated as a staff <br /> agency to the mayor and we provide support to the mayor. <br /> MR. ISHIDA: Do you find yourself in any <br /> conflict with the managing director? <br /> MR. GARCIA: Not up to the moment. We have <br /> worked very well together. <br /> MR. ISHIDA: Do you see any problems in <br /> having your department come directly under the managing <br /> director instead of directly under the mayor? <br /> MR. GARCIA: f Right off hand I don ' t anticipate <br /> any problems, no. <br /> MR. ISHIDA: Is it practically speaking, it <br /> really doesn ' t make any difference because. . .do you still <br /> report ultimately to the managing director? <br /> MR. GARCIA: That is correct. We work together <br /> with the individuals. <br /> MRS. IWAMOTO: Mr. Garcia, I notice that you <br /> also have a deputy director under you. <br /> MR. GARCIA: Yes. <br /> MRS. IWAMOTO: Is the deputy director appointed <br /> by you? <br /> MR. GARCIA: By the mayor. <br /> MRS. KOBAYASHI : You have so many temporary <br /> employees , don ' t you? Is this something that is fairly recent <br /> and what will happen when the CETA programs run out? <br /> MR. GARCIA: To answer your last question first, <br /> it would be disaster. The reason we have a lot of the CETA and <br /> SCET people onboard we were involved, when these positions were <br /> made available to us , in cases with the Civil Aeronautics <br /> Board and some of the Federal Maritime Commission proceedings. <br /> These people assisted us with some of the legwork. This is the <br /> reason they came onboard. They came on with the particular <br /> program area for a special project which they have just about <br /> completed. In fact, the SCET positions will be ending in March <br /> of this year and CETA will be terminating in September of this <br /> year. <br /> CHAIRMAN SAKATA: Mr. Garcia, when the CETA <br /> program is terminated do you still feel that your organization <br /> table is still going to be running smoothly without this special <br /> help. <br /> MR. GARCIA: Well , what it is going to mean when <br /> we lose the SCET and CETA positions, that we will have to <br /> restrict some of the other involvements that we have been <br /> involved with. So we would have to curtail some of the activities. <br /> -3- <br />
