MR. SCHUTTE: So outside of these CETA and SCET <br /> workers your department would be able to operate with sufficient <br /> amount of people as you have listed here? Your secretary, your <br /> agricultural program coordinator, economist, clerk-stenographer <br /> and your marketing program specialist. Is that all you need to <br /> operate this department? <br /> MR. GARCIA: If we are going to continue for <br /> example with the manganese nodule program, the aquaculture <br /> program and programs such as those, they are very time consuming <br /> programs and with the makeup we have we wouldn ' t be able to <br /> provide all of the services that we have been providing up to <br /> this time. <br /> MR. SCHUTTE: It is very possible, Mr. Garcia, <br /> that you may have to continue with this number of personnel if <br /> your department is required to provide all these additional <br /> statistics and data. <br /> MR. GARCIA: Yes , if we are going to be involved <br /> with these additional activities, I 'm considerfLng in some shape <br /> or form continuing these people after the programs terminate <br /> if there would be a need to provide these services. <br /> MR. SCHUTTE: You say, if you are called upon <br /> to provide these services. Why would it be an "if"? I would <br /> assume that if this came before the county that you would auto- <br /> matically have to be involved with it because it would come <br /> under research and economic development. Maybe I could clarify <br /> this , what I am saying is that you mention that "if" you are <br /> going to be involved, or "if" your department is going to be <br /> called upon to do this research with these various other <br /> industries that may come about in the future, my question is, <br /> why do you say "if" you are going to be called upon to do it. <br /> I would assume that the mayor would direct this to your . depart- <br /> ment to handle the research. <br /> MR. GARCIA: That is correct. We are doing this. <br /> If I said "if", I didn ' t mean to say it. <br /> MR. SCHUTTE : You feel that as it stands right <br /> here now that this department first of all should ;not . be part <br /> of the Planning Department because there is enough work to keep <br /> this particular department separated. <br /> MR. GARCIA: And the nature of the activities, <br /> I think. <br /> MR. SCHUTTE: You also feel that the Charter as <br /> it provides for the Department of Research and Development is <br /> satisfactory as it stands? <br /> MR. GARCIA: Yes, sir. <br /> MR. SCHUTTE: You have no other additions that <br /> you would like to make at all. <br /> -5 <br />
