The current operating budget is close to <br /> $4, 000,000. Approximately $500,000 of this amount is federal <br /> program grants for senior citizen activities and to offset <br /> our cost to some extent. Our current userfee:rules and <br /> regulations derives about $250, 000 in revenues . <br /> Basically, that is the overview of the <br /> department. <br /> MR. TRULSON: Mr. Hakoda, do you have any <br /> recommendations as to the present Charter for revision or <br /> retention as it is? <br /> MR. HAKODA: Basically, nox The Charter makes <br /> very little reference to the department except that there <br /> should be a department and there should be a director. There <br /> are a number of ordinances that have been enacted after the <br /> Charter was adopted and, basically, we operate out of these <br /> ordinances. <br /> MR. TRULSON: In other words , the ordinances <br /> more control your operation than the Charter, itself? <br /> MR. HAKODA: It ' s more specific and it governs <br /> what we do in the department. <br /> MR. TRULSON: Thank you. <br /> MRS. KOBAYOSHI : Mr. Hakoda, since you folks <br /> work so much with the recreational needs of a community, are <br /> there any commissions, or committees , that provide input? <br /> There are commissions stated in the Charter. . . <br /> MR. HAKODA: Prior to the adoption of the <br /> Charter, there used to be what they called "district recreation <br /> commissions" made up of, I believe, three individuals in every <br /> district. The Charter removed this kind of a setup. We do, <br /> however, operate on the basis somewhat like the old system. <br /> We do work with community development associations in almost <br /> every district and whenever a project is started, in any <br /> district, we do work very closely with the recreational committee <br /> of that community association, or an ad hoc committee that is put <br /> together for that purpose. So the community does have direct <br /> input into all kinds of developments that we come in with. <br /> MR. SCHUTTE: Mr. Hakoda, you list here a number <br /> of exempt full time positions. Are they all covered under the <br /> federal program. . . <br /> MR. HAKODA: Generally speaking, the senior <br /> citizen activities are about, I would say, on an average of <br /> about 70% federally funded. There are certain programs like <br /> the recreation program which is 100% county funded. The others <br /> range from about 10% county to about 40% county. The 20 exempt <br /> positions are those positions funded through the matching funds. <br /> About 30% is county funding. Annually, - there is a grant made <br /> by the federal government for certain kinds of programs like <br /> -8- <br />
