MR. GARCIA: I think that sometimes in the <br /> pay plan , for instance, where a pay plan is given to us and <br /> then all of a sudden we find promotions being made, realloca- <br /> tions being made. I think if you will read this morning ' s <br /> Advertiser and again this afternoon ' s Tribune-Herald, I think <br /> you will notice what I am talking about. <br /> We can only wait until such time as the <br /> budgetary meetings are held before we can at least say what <br /> positions we will approve and what we will not. But once <br /> the department heads make reallocations or make promotions <br /> whether we agree or whether we disagree with them we have to <br /> vote aye. We are compelled to vote aye. At least the <br /> corporation counsel has already informed us to that effect. <br /> MR. ISHIDA: What would be your solution <br /> to that? <br /> MR. GARCIA: I really don ' t know. That is <br /> something that I 'd like to have, perhaps , you folks kick <br /> around in one of your meetings. I ' ll be working along with <br /> other councilmembers to see how we can resolve this problem. <br /> MR. SCHUTTE: Mr. Garcia, you mentioned <br /> that the views of Chairman Yamashiro do not necessarily <br /> represent your views or that of the other councilmembers. <br /> MR. GARCIA: To my knowledge they do not <br /> because I have never discussed this matter with Mr. Yamashiro <br /> and I don ' t know whether he has discussed them with other <br /> councilmembers. <br /> MR. SCHUTTE : Were you aware of any invita- <br /> tion that went from this commission to the council offering <br /> them the opportunity to appear? <br /> MR. GARCIA: Yes. <br /> MR. SCHUTTE: All the other councilmembers <br /> were aware of this also? <br /> MR. GARCIA: That I cannot say. I really <br /> don ' t know. But I do know that many of the councilmembers <br /> have taken the position, :at_ least I can speak for myself and <br /> two or three others with whom I 've discussed appearing before <br /> the Charter Commission, they felt that like being candidates <br /> for the constitutional convention, they prefer to have the <br /> politicians stay as far away from the Charter Commission as <br /> possible to give the public the opportunity of coming in with <br /> its own input so that the Charter Commission would not feel <br /> compelled to listen to everything that the politicians have <br /> to say. Many of the individuals stayed away from being <br /> candidates for the constitutional convention because they <br /> felt it was the people's convention. <br /> Perhaps it may be a mistake along that line <br /> but as your commission progresses towards the completion of <br /> -7- <br />
