I think we are waiting to see what the response <br /> from the public is towards your Charter Commission hearings <br /> first. <br /> MR. ISHIDA: I feel that as far as the <br /> problems that the council is faced with only the council- <br /> members really know about them. I don 't think the public can <br /> really give us the input. I think the councilmembers have the <br /> insight as to what to suggest to us that we could look into. <br /> MR. GARCIA: I think you will find that little <br /> by little more and more will be told either to you by the <br /> councilman from your district who will probably meet with you <br /> over a cup of coffee or will say directly to an individual <br /> and say look I think these are the areas in which some atten- <br /> tion should be paid. <br /> I think what most of the councilpersons are <br /> thinking about is giving the public the opportunity of looking <br /> at the document and say well these are the areas in which we <br /> think corrections should be made. Judging from the way the <br /> council has behaved say within the last two years , for example <br /> or within the last four years, and then seeing what the rela- <br /> tionship between the administration and the council has been. <br /> Because the charter, right now, and I say this without any <br /> fear of contradiction, the charter provides for a very strong <br /> mayor type of government. There is no getting away from it. <br /> And to give the mayor any more powers, as the Spanish would <br /> say "chihuahua". <br /> MR. SCHUTTE: Mr. Garcia, this is just what <br /> I am speaking about. Youmention the past two years of the <br /> council and the problems that have come up during this time. <br /> This is why I say the input that you people have since you <br /> are working with this daily would be what I would imagine to <br /> be of considerable help. You speak of a very strong mayor <br /> type of a charter. This is the kind of input that I think <br /> would help us and assist us if you and the other members of <br /> the council would be in a position to offer some information <br /> relative to the problems that you maybe have in the council <br /> with regards to the charter. <br /> MR. GARCIA: I really appreciate your position , <br /> Sir, and we are having a meeting in Waimea tomorrow and you can <br /> be certain that your comments will be transmitted to those <br /> councilpersons that are in attendance at Waimea. This may give <br /> them the necessary impetus that they need to come and testify <br /> before you.
