1. That the transit coordinator be exempt from Civil <br /> Service and shall be appointed and removed by the <br /> Mayor. <br /> 2. The transit coordinator shall be responsible for the <br /> administration and operation of county mass transpor- <br /> tation. <br /> With the above authorization, bus operations <br /> commenced on December 15 , 1975 as a demonstration project. <br /> The project is currently under evaluation. <br /> I believe that the Mass Transit Agency should <br /> maintain its status as an independent agency either as a part" <br /> of the Mayor ' s Office, or apart, but reporting directly to the <br /> Mayor ' s Office. <br /> Any change or addition in the responsibilities <br /> of the agency can be accomplished by ordinance within the frame- <br /> work of the existing charter. <br /> Mr. Chairman, I 've attached a brief overview of <br /> the mass transit system, our table of organization and also a <br /> copy of the ordinance which created the Mass Transit Agency. <br /> If you have any questions , I 'd be very happy <br /> to answer them. <br /> MR. ISHIDA: Mr. Menor, do I understand that <br /> your authority as far as your department, the Mass Transit, is <br /> received pursuant an ordinance? <br /> MR. _MENTOR: Yes. <br /> MR. ISHIDA: Is there anything in the charter <br /> provision which covers your position? <br /> MR. MENOR: Well , that section 2. .no, I mean , <br /> Article IV, Section 4-2. That is the only thing that refers to <br /> the creation of an ordinance. Other than that there is nothing <br /> in the charter which refers to ,transit coordinator. <br /> MR. ISHIDA: You are not saying that your <br /> agency should be specifically mentioned in the charter, or are <br /> you saying that? <br /> MR. MENOR: No, I am not saying that. I 'm <br /> saying that it should be the creature of the ordinance that <br /> created it. You see, at this time, because we are still a <br /> demonstration project, it is pretty hard to tell a Charter <br /> Review Commission that we are a permanent agency. Until such <br /> time that the County Council decides that it wants to make the <br /> transit agency permanent, it should be a subject just for the <br /> ordinance alone. <br /> MR. ISHIDA: You are completely responsible to <br /> the Mayor? <br /> - 2 - <br />
