SCHUTTE: Well, it just seems rather <br /> ridiculous that they put the Chief Engineer and the Director <br /> of Planning on a particular commission• to advise them so <br /> that they dont have individuals , or departments, overstepping <br /> or moving in different directions. To answer the broader question about whether, <br /> in fact ? •if the Water Commission were made part and parcel <br /> of the administration branch, whether there would be greater <br /> coordination, my answer to that, essentially, is that <br /> legally the coordination would be enhanced if it is all <br /> under one house. <br /> MR. Housed under the executive branch that <br /> coordination, legally, would be made much more possible. <br /> MR.
