With <br /> the Chief Engineer? So, you would beon top of that, and <br /> could advise them as your capacity indicates so they should <br /> not have a problem in that respect. Is that correct? <br /> MR. FUKE: ^I sit on the Water Commission <br /> as an ex officio yes, and, therefore, I would be in a <br /> position to advise. I think the question was , likefftis it <br /> possible to have the Water Commission and other programs on <br /> capital improvements ;go another way. And what I am saying <br /> is yes , that is a legal possibility right now. <br /> MR. SCHUTTE : It could be a legal possib- <br /> ility, but, being that you sit on that commission you could <br /> advise them that this could be a problem and as a result <br /> they could channel their efforts into one movement. Isn ' t <br /> that possible? If not, I can see no reason for you sitting <br /> on'`:that Board if you are just going to sit there. <br /> MR. FUKE: There is a difference, on the <br /> other hand, Commissioner Schutte, between advising and <br /> having a greater say in terms of how the priorities are <br /> coordinated with the rest of the county' s objectives. <br /> Because when you provide advice, the person receiving the <br /> advice is free to accept or reject it. <br /> MR. SCHUTTE: Well, it just seems rather <br /> ridiculous that they put the Chief Engineer and the Director <br /> of Planning on a particular commission• to advise them so <br /> that they dont have individuals , or departments, overstepping <br /> or moving in different directions. And I would assume that <br /> that would be the easiest method of consolidating efforts. <br /> But what you are saying is that it doesn ' t necessarily work <br /> out that way. <br /> MR. FUKE: As I indicated earlier, advice . <br /> is just advice and there is, again, the possibility for ,p 1 <br /> recommendations to go unheeded and the commission going one <br /> way and perhaps the council , the rest of the county going <br /> another way. To answer the broader question about whether, <br /> in fact ? •if the Water Commission were made part and parcel <br /> of the administration branch, whether there would be greater <br /> coordination, my answer to that, essentially, is that <br /> legally the coordination would be enhanced if it is all <br /> under one house. <br /> MR. SCHUTTE : I beg your pardon? <br /> MR. FUKE: If the Water Commission were all <br /> under one house. Housed under the executive branch that <br /> coordination, legally, would be made much more possible. <br /> MR. SCHUTTE: Well , if you get back to that <br /> situation, I think you 'll recall that the ;Mayor Vindicated <br /> that all of it should be under his office and do away with <br /> all the commissions and that would be just ,answering _to <br /> - 24 <br />
