ISHIDA: I understand that. I think the <br /> predicament is that you are concerned that the property values, <br /> especially in West Hawaii , have increased too immensely. That <br /> the amount is out of sight. If we used those values, probably <br /> it would not solve the thing about which you are concerned. <br /> So would you have any type of suggestion as to what we should <br /> consider? <br /> MS. ISBELL: The ones that are on the books <br /> right now because I don ' t think that we can step backward. <br /> I don ' t think the county would allow that but I do think that <br /> if you start'_ at what it is right now it is a step. Maybe you <br /> should have an expert do it, I really don ' t know. I hope it <br /> isn 't too high. I don ' t know if all of you realize what is <br /> happening in Kona. Maybe you all do and it is just redundant <br /> but it is a frightening thing. It is really frightening. I <br /> was talking to a young girl who just got an FHA approved loan <br /> and she can ' t find a piece of property to go with it. <br /> They 've also, as you know, been working on a <br /> legislative bill which would allow for low payments at first <br /> with low interests so that as your salary improves then the <br /> payments would go up so that during your less-,productive years <br /> you would be able to afford to buy a home. That is very nice <br /> except you can ' t make a down payment. You can 't find a piece <br /> of property you can afford even at a low price right now, at a <br /> low payment. It is that bad. I challenge you to come to Kona <br /> and try to find a piece of property. Try to build a house. <br /> In fact, if you don ' t have a good heart I suggest you stay home. <br /> MR. TRULSON: Ms. Isbell , I have one question <br /> on Part 4. When you discussed this provision , did you take <br /> into consideration that should this pass or be part of the <br /> charter and a councilman does select somebody to take his place <br /> while he is ill and should that councilman die, then would you <br /> revert back to Section 3-5? <br /> MS. ISBELL: Yes, then you would have to follow <br /> the charter. This is only for interim appointments for someone <br /> who comes back to life again. He is able to represent your <br /> district. <br /> MR. SCHUTTE: Ms. Isbell, back again to that <br /> property tax. You made some remarks about the way the honorable <br /> Elmer Carvalho handles the County of Maui and that we should take <br /> some expertise, possibly, from him. <br /> MS. ISBELL: I was talking about the hotels <br /> having to be responsible for building employee housing. <br /> - 15 - <br />
