I talked to him on the telephone and <br /> asked him how he felt about it. He was, as you know, in pretty <br /> critical condition and very seriously hurt for three months and <br /> he was not even able to function. For the next five months-- <br /> eight months in all--he functioned with a telephone by his bed. <br /> How much more of a relief it would have been for him had he been <br /> able to appoint someone that he knew 'could represent his own <br /> ideas and his people on the county council level even if for <br /> such a short time. That is the way we feel about an interim <br /> appointment. It is not in any charter, we couldn ' t find it in <br /> any of them. But we feel it is a very important thing that needs <br /> to be done and nobody has ever really looked at that faceto face. <br /> If a person were to have a stroke and could not <br /> make that decision , then a doctor' s certificate stating that he <br /> is incapacitated and that he should be allowed to, at least, <br /> rest without having to make that decision and the county council <br /> would then make that interim appointment. The continuity is <br /> there. We don ' t have what is happening right now and what has <br /> happened once before.
