First of all , in relation to commissions as <br /> established in the charter. we feel a review and the proba- <br /> bility of redistricting of those commission members should <br /> be looked at for better help to the people around the island, <br /> generally. <br /> The second item would be removal, of a section <br /> of _ three articles in the charter. I am referring to, primarily, <br /> £o Article VII. . . 1 , 2, and 3. Administrative supervision. <br /> This would be in relation where commissions are involved with <br /> that department. <br /> In relation to the Article VIII , special con- <br /> sideration should be given to condos, resorts, apartment zoning <br /> and other residential and/or quasi residential taxation of <br /> those properties around the island. All falling back in under <br /> No. 8, the property tax on residential property. <br /> The fourth item that we would like to consider <br /> at a later time would be the water department and the possi- <br /> bility of an appointment by the mayor of the water department <br /> head rather than autonomous as it stands right now. <br /> Those positions we have not taken totally and <br /> we will refer those to the open hearings when they do become <br /> available to us. <br /> Generally, we found the County Charter, as it <br /> exists , very adequate for the needs of the people and the <br /> service by the various elected officials and commission people <br /> through the past years has been, let ' s say, very good. <br /> Because we do live in an area that is a beautiful place to <br /> live and the-`_?. sland has run extremely well . We really are <br /> pleased with that particular position so the review of the <br /> County Charter is a task which you ladies and gentlemen have <br /> taken on and it is a demanding task and our congratulations go <br /> out to you and we hope it will be a good revision whatever it <br /> may come out to be. GARRISON : Those bodies that are set up <br /> that have a budget that could be ongoing and a drain on oper- <br /> ating budgets that could be used elsewhere. If they are con- <br /> tinued to be used year and year and serve no purpose, it would <br /> be much better if we used that available money for goods and <br /> services that people do need. Police protection, fire pro- <br /> tection and so on down the line in those areas rather than <br /> have a commission that is basically not doing anything and we <br /> are expending money that should be going elsewhere. <br /> - 14 - <br />
