system and then you have department heads. Why couldn ' t you <br /> just have department heads reporting to the mayor? And, if <br /> he has an administrative function with public works, he talks <br /> to the public works guy. If it is pertaining to the planning, <br /> he talks to the planning department head and you give him some <br /> leeway in_ =Subsection (b) where he can appoint the necessary <br /> staff as long as he has council appropriation. Why are we <br /> creating a department head as a charter item to be carried <br /> that is a managing director? I don ' t know what function he <br /> provides. <br /> I know we are not in that section now, but in <br /> Section 5-1.4 (a) it says, "and through the managing director. " <br /> That is why I bring it up. I 'm saying a managing director is <br /> fine, if a need is shown today, but by putting it in the <br /> charter, we are going to have one for ten years whether we need <br /> one or not. By eliminating "and through the managing director" <br /> in this section, we can cross that bridge later. I don ' t know <br /> whether we want one or not. I don' t see that. . . <br /> CHAIRMAN SAKATA: There isn ' t a need for a <br /> managing director. <br /> MRS. KOBAYASHI : Mr. Chairman.
