OMONAKA: Mr. Chairman. The concept, Richard, <br /> you have is that we authorize the planning director to allow <br /> for variances. Are you saying, in a very broad sense, of just <br /> limiting variances of so-called, not too critical, day to day <br /> kind of variance? <br /> MR. ISHIDA: I can understand your concern on <br /> that. I don ' t know how to limit it. The only thing I can say <br /> is that these variances, generally, are covered in ordinances. <br /> The standards are listed in the ordinances and, of course, in <br /> the granting or denying of these variances, it would have to <br /> adhere to these standards as stated in the zoning ordinances. <br /> However, the only thing is should the applicant disagree with <br /> the action of the director, at least, there will be another <br /> forum, or body consisting of more than one individual to listen <br /> to this. <br /> MR. OMONAKA: That ' s the planning commission? <br /> MR. ISHIDA: Right, the planning commission. <br /> MR. CADINHA: And then your intent, Richard, is <br /> that if: there _is__ a. redourse- desired then the board of appeals. <br /> It reviews the planning commission ' s decision, right? <br /> MR. ISHIDA: Right. I think the board of <br /> appeals should review the decision of the planning commission. <br /> CHAIRMAN SAKATA: You have it step by step, <br /> Richard. The planning director and if that is denied, to the <br /> planning commission, then to the board of appeals. <br /> Any other discussion? <br /> MR. OMONAKA: So, the intent of your motion is <br /> to go right into Section 5-4. 3 and 5-4.4? <br /> MR. ISHIDA: Yes, right. <br /> MR. CADINHA: The whole chapter, basically. <br /> CHAIRMAN SAKATA: Chapter 4, in its entirety? <br /> 5-4. 2 to 5-4.4. <br /> MR. ISHIDA: 5-4. 2 through 5-4.4. <br /> MR.
