According to the directions <br /> that I got, Section 3-6 on the impeachment is to be deferred <br /> until the recall is discussed. So there is no time limit '-on <br /> that. The matter of removal of the mayor, Section 5-1. 7 is <br /> deferred until recall. The matter of Chapter 2, Corporation <br /> Counsel was deferred indefinitely, until the matter of special <br /> counsel to the county council is discussed. And the pension <br /> board was deferred, but that is left up in. the air, I don ' t <br /> know. . <br /> MR. OMONAKA: I think we can check with Rudy <br /> on that. <br /> MR. CADINHA: Mr. Chairman, are we going to <br /> entertain the rest of this motion, or the original motion? <br /> Right now, we just passed 5-4.2, right? <br /> CHAIRMAN SAKATA: The motion is still up on <br /> 5-4.3 and 5-4.4. Right? <br /> MR. ISHIDA: I thought it was all inclusive. <br /> That was my intention. <br /> MR. CADINHA: Is research and development in <br /> your motion? <br /> MR. CADINHA: I would like to move that we <br /> decide whether we are going to incorporate the two departments. <br /> If so, then that also be taken into consideration when drafting <br /> Chapter 4. I would like to move that we incorporate both <br /> departments. We already have a motion that was seconded, don ' t <br /> we? I make a motion to reconsider then. The point being if <br /> you are going to redraft the whole chapter, it would be wise <br /> to know whether we are going to do this, so we can insert the <br /> appropriate functions in the appropriate place in the redrafting. <br /> CHAIRMAN SAKATA: Any discussion on it? <br /> MR. OMONAKA: Mr. Chairman. Speaking against <br /> the motion to reconsider and the motion to defer. What I had <br /> in mind, was to have at least somebody from the department to <br /> come up again. I would like to hear from them because since <br /> the last time we heard testimony, I have heard more from <br /> different people who say that these two departments are very <br /> separate and they should not be merged. It is pretty hard for <br /> a planning director to become the head of research and develop- <br /> ment because he may have some strong conflicts in his duties as <br /> a planning director. I would like to speak against the motion <br /> and I would like to request that we defer until the next <br /> meeting when we can invite Sidney Fuke and somebody from R & D <br /> department. <br /> -27- <br />
