Although <br /> you oversee it, but still it is interesting to talk to these <br /> other individuals. <br /> MAYOR MATAYOSHI : I think if you look at-- <br /> basically, I can appreciate that , the very specifics of the <br /> problem--but I think if you think about it as a group like <br /> sort of a thing, a whole corporate structure, it would give you <br /> a good idea of what his responsibilities are. <br /> MR. You could very well have handled the job by <br /> discussing what their duties were. There has been <br /> quite a bit of discussion, even last week , as to why these <br /> two departments should not be combined. Would you be willing <br /> to relate on this a little bit more? <br /> MAYOR MATAYOSHI : Yes. One of the things, of <br /> course, the responsibilities of the two departments that do <br /> exist, the functions. Whether you try to put one into the <br /> other or not. What is going to happen is, you are not saying <br /> there is a duplication effort of one to the other. . .It is <br /> going to happen anyway, you know. What the research areas, <br /> the R & D does, right now, it is doing all by itself and the <br /> planning department does not do that particular area. So <br /> whether we put them together they are still going to have <br /> those functions. They are going to exist, point ( 1) . Point ( 2) <br /> now if you look at the development side and this is where <br /> everybody gets hung up on the word development. What is the <br /> development area? But you think the government should be <br /> -10- <br />
