we could have gone improvement district, <br /> industrial bond concept but at that time the Constitution <br /> was very prohibitive and we were not sure. I don ' t know <br /> exactly what the language was , Harlan, you can pick that <br /> point up. Under the improvement district, industrial bond <br /> section of the older Constitution it was not clear and we <br /> couldn ' t float with confidence in industrial bonds so we <br /> always had a difficult time. So we moved into general <br /> obligation bonds. But now that the Constitution has been <br /> amended and some legislation will take place we may go into <br /> industrial bonds if another situation arises like this again. <br /> MR. ISHIDA: Then you mean the water board <br /> did not initiate this general obligation plan? <br /> MAYOR MATAYOSHI : They can ' t. I think it ' s <br /> a great day I got that bond going. I think it is going to <br /> open up a lot of new jobs. I think it is going to have a <br /> good development. I think it is going to be good for the <br /> island and I think the water board is going to get more <br /> revenues, too. I would like' to see it very much, that the <br /> water situation be directly under the Mayor ' s office. I <br /> recognize if it passes in November it has only got a year. <br /> After that, I don ' t know, but whomever is sitting in the <br /> Mayor' s office ought to have that responsibility. <br /> MR. OMONAKA: Mr. Mayor, did I hear you <br /> correctly? Did you say that the revenues from water should <br /> be kept separate even if the water department comes under the <br /> MAYOR MATAYOSHI : Yes. Like the highway fund. <br /> MR. OMONAKA: Specifically for that department. <br /> MAYOR MATAYOSHI : Yes, just like highway funds. <br /> The county has four special funds, right? General fund, <br /> parking meter fund , sewage fund, and highway fund. And, of <br /> course, there is the CIP. I 'm saying keep all four and the <br /> CIP account plus water. So then we have all of this. Right <br /> now, we have the general fund. General fund kicks into highway <br /> fund. Sewage fund. General fund kicks into the sewage fund. <br /> The parking meter fund. Luckily we are doing all right here. <br /> That is a special fund and when we do buy parking meters it <br /> comes out of that fund ; the salary of those people comes out <br /> of that; the street lights. ..that program comes out of that. <br /> So it is a special account. These are the four accounts and <br /> I 'm just saying add another. <br /> MR. OMONAKA: So that fund would be used <br /> primarily to take care of the operations of water. <br /> MAYOR MATAYOSHI : Yes, the operations of water <br /> and so on. <br /> MR. OMONAKA: You kind of defeat the purpose <br /> to say that you are going to have it. . . <br /> -22- <br />
