I was <br /> just saying you could look at the table of organization. <br /> There is a duplication of manpower, duplication of services, <br /> who is paying for what? Do we have the other services <br /> elsewhere? Can we share? Can we move? Engineers? Can we <br /> have public works take part of that? Right now, the <br /> corporation counsel services them anyway. The general fund <br /> and the county pays the corp counsel ' s fees. The engineer <br /> serves as an ex-officio member and if they wanted help from <br /> public works, they would come and help them. So maybe if <br /> we sit down together maybe we could consolidate. And the <br /> very baseyards are all separate? Can ' t they be consolidated? <br /> Save money that way? It may be an absolute savings. <br /> Engineers. You've got engineers there. You've got engineers <br /> up here. When construction comes down a little bit, can ' t we <br /> share engineers. If we have a direct departmental agency <br /> we can consolidate it, put it together. It can happen. Or <br /> it could be kept separate, yes , and just move personnel back <br /> and forth. I 'm not saying eliminate the engineering division <br /> because they have the technical expertise that is necessary. <br /> You may as well leave it like that but when the time needs <br /> you can move the personnel back and forth. I think that is <br /> possible. But until you have the control to see what can be <br /> done, it becomes very difficult to speculate at this level. <br /> And I wouldn ' t want to be quoted as saying I am going to <br /> eliminate this division. . .I 'm going to eliminate that division. <br /> Heavens , I wouldn ' t say that. Not having had the experience or <br /> knowledge of the full operational system. <br /> MR. SCHUTTE: Isn ' t it true that at one time <br /> when you appeared before us you mentioned that this water board <br /> could become a part of the department of public works? <br /> MAYOR MATAYOSHS : I don ' t think I ever mentioned <br /> that. I never thought- of it as being part of the public works. <br /> MR. CADINHA: I believe that Ed Harada said that. <br /> MR. CADINHA: I asked him if it could and he <br /> said yes. <br /> MAYOR MATAYOSHI : Okay. He didn ' t propose it. <br /> You asked if it could and he said yes, right? I guess anything <br /> could. Well , the reason I say that is there was one thought <br /> in the county, if you will recall , the city and county was <br /> talking of moving the sewer system over to the water board. <br /> I wonder if that ever happened. The city and county was <br /> thinking of moving the sewer system over to the water department. <br /> Did they move over? I don ' t know.
