MR. TRULSON: Mr. Chairman. Maybe I am getting <br /> a different view of the testimony that we have had but it seems <br /> to me that most of the testimony, the majority of the testimony <br /> would do away with all the at-large and get strictly to <br /> districts. As far as the residency requirement, the way that <br /> the population growth of the county is now, probably within <br /> five years, Kona will be electing the at-large candidates <br /> anyway. We are looking at a ten year charter. Perhaps at the <br /> present time like it has been going, the at-large candidates <br /> come from East Hawaii but there is nothing to say that at the <br /> 1984 election or 1988 election that this would be true. I <br /> personally doubt it very much the way the growth of the island <br /> is going right now. It is growing in West Hawaii . <br /> MR. ISHIDA: Don ' t you think that is why we need <br /> a residency requirement in the at-large? <br /> MR. TRULSON : No, I mean , like you are proposing <br /> will all the at-large come from the Hilo areae I don ' t think <br /> that is going to necessarily hold true in the future. <br /> MR. ISHIDA: But this is why I suggested to <br /> protect both sides, we have residency requirements in the at- <br /> large position. <br /> MR. TRULSON: By residency do you mean one from <br /> or two from West Hawaii, two from East Hawaii or one from one <br /> and one? <br /> MR. SENSANO: I think that in the hearings there <br /> was quite a bit of concern about the high cost of government <br /> and i think that we can sell the electorate the seven member <br /> council. <br /> MR. CADINHA: How much does a councilman make? <br /> MRS. KOBAYASHI : $15 , 000. <br /> MR. CADINHA: $15 , 000. How much does a deputy <br /> managing director make? <br /> MR. SENSANO: . . .and again whether we have two <br /> or four at-large, unless you have some kind of residency <br /> requirements it could be that the majority would either come <br /> from Hilo or Kona. <br /> MR. CADINHA: The majority could never come <br /> from Kona. . .Under five, two. . . <br /> MR. SCHUTTE : Mr. Chairman. As has been stated, <br /> the number of inquiries or letters that have come to us , <br /> correspondence relating to reapportionment, I would say the <br /> majority of it has dealt with the nine member consensus of a <br /> council. We have had all various cutting up of the districts <br /> whether it beby the existing districts as they stand today <br /> or by voting districts , Kona had a voting district. .there have <br /> been all types of ways of cutting it up.
