<br /> then I was going to comment where you talk about confirmation.
<br /> I was seeing where you know, Richard and Harlan have commented
<br /> about all confirmations of department heads, as i mentioned.
<br /> pointed out that all corporations ,But I also I don ' t see any
<br /> organization, the papers to organize the corporation, sitting
<br /> down and putting all of the departments and so on down the
<br /> line, the whole thing is so well written. You usually put the
<br /> functions of the responsibilities and the scope of what the
<br /> corporations will be and put a period after that.
<br /> But, so thereforeif we take the position that
<br /> all are going to be and the Chief Executive can take care and
<br /> organize all then I say, fine, I would like to see it. But,
<br /> if you are going to set up a structure and put the various
<br /> departments along the way, you know, if you do one then you
<br /> have got to do more. Because once you set up one organization
<br /> you have structured that for the Mayor, already. He cannot
<br /> move out of it. So, if you do that, then I was going to say
<br /> when it comes to confirmation, that every one of them should
<br /> be down the line. So, if you go and set up the public works
<br /> department, you set up the parks department, you set up the
<br /> corporation counsel ' s department right in the charter, then
<br /> I think he should also come down and I think to myself, the
<br /> Mayor' s office in terms of structuring, you should also have
<br /> with him, the structure like I have it, the Managing Director.
<br /> At that level , cut it off. Like all of the departments then
<br /> have the chief shall be, you know, the departments shall be.
