It is going to be hard for you to figure out exactly what <br /> language should be in all the situations that would have to <br /> be covered. They would have to cover every situation and you <br /> would have a bigger mess by trying to be specific. Keep it <br /> general and refer to the courts. That is my opinion. I wouldn ' t <br /> touch it unless somebody has a real idea, putting each point in. <br /> Point (a) . Point (b) , Point (c) , (d) , (e) , ( f) and all of these <br /> conditions, and these things shall happen. I don ' t think there <br /> are enough pages and enough things to write all conditions on. <br /> One more comment. I notice in there, Stuart, <br /> they have referred this to you for your research. Did you have <br /> time in one week to do that? I 'm looking at the minutes of the <br /> 5th. <br /> MR. ODA: It was already presented last week. <br /> MAYOR MATAYOSHI : I am one week back then in my <br /> reading of the minutes. Sorry about that. <br /> Are there any other questions regarding the <br /> managing director spot that you might have? Or the organization <br /> of my office? The administrative aide is not in the charter. <br /> I have used him more as a personal liaison. It started off as <br /> a complaints office and still is. I believe it is called the <br /> Office of Complaints and also there are so many other things that <br /> come in like ceremonial duties, of meeting people at the airport, <br /> visiting dignitaries, setting up the pro tocol. visits and so on. <br /> These are what I have asked the administrative aide to handle. <br /> If President Carter does come to Honolulu on a short visit and <br /> if we have an occasion to invite him to come over to the Big <br /> Island so that he can see the volcano the way his wife did and <br /> he decides okay, he will come over for a day and a half or what- <br /> ever. Suddenly, the whole gears of the county' s system has to <br /> open up. The protocol , the security and so on. To coordinate <br /> that we have the administrative aide handle that kind of a <br /> situation. When Mrs. Carter came, we did the same thing. <br /> Obviously, as far as security, the secret service comes in , the <br /> police, and all of these things, you know, they handle it quite <br /> well . The telephone company, communications, comes in to set <br /> up all those things. That ' s fine. The advance people come in <br /> as to the routes they are going to take and so on. They set <br /> that up. The people they are going to meet, yes, they will set <br /> it all up. All of these things are done, but, at the same time <br /> we are handling all of the other things such as whom do they <br /> contact, what do they do, what happens at the airport as they <br /> come down, what the leis are going to be, who is going to play <br /> music, where are the people going to stand, what kinds of <br /> things would happen. All of these things have to be worked out <br /> and this is where the administrative aide can handle these <br /> things very well . We work with in this case the President ' s <br /> protocol team and then we work with the Governor' s protocol <br /> office and start coordinating all of these sorts of things. <br /> That is the kind of job that he does, and of course complaints. <br /> There are so many umpteen number of problems that have to be <br /> followed up and he does that too. That is the administrative <br /> aide spot. When he is not available then of course we shift <br /> -8- <br />
