SCHUTTE: You can ' t go by the numbers if <br /> you go by district because you can see the imbalance in the <br /> total number of voters within a district. So in a district <br /> you cannot say those that have the most votes will get the <br /> longest term. . . . <br /> MR. ISHIDA: No, it would be a pro rata type <br /> of situation. I think that would be the fairest way we <br /> could do that. <br /> MR.
