KOBAYASHI : Mr. Chairman. I believe, in <br /> regards to Article XI, the main concerns that <br /> were brought up to us during public hearings <br /> dealt with Section 11-2, Limitations to Powers. It would seem <br /> to me that most`of, the testimony, if any, was to delete the <br /> controls on what could be initiated or changed by the voters. <br /> MR. TRULSON: -Mr. -Chairman. In regards to <br /> Section 11-2,. I feel that those controls should be retained. <br /> There should be some control, I know there was some testimony <br /> as to the removal of the .entire section but I think there does <br /> have to be some control. <br /> MR. ISHIDA: Mr. Chairman. Akira, can I ask <br /> you the same question on this Section 11-2, if you can recall , <br /> why they wanted to have this limitation. <br /> MR. OMONAKA: Yes, because we were afraid that, <br /> you know, you can ' t go to the public on every issue, regarding <br /> taxes and stuff like that, and even myself, in the privacy of <br /> the voting booth, if they ask me to cut taxes, you know that <br /> in spite of the fact that I know government does need income, <br /> I think I would vote for cutting taxes, right? It is kind of <br /> a dangerous ;thing and we need to have responsible people <br /> running government. <br /> MR. ISHIDA: Was this the rationale, that they <br /> felt the citizenry was not competent to handle fiscal matters? <br /> MR. OMONAKA: Not incompetent, per se, but, you <br /> know, how can you run government if you set up and the people <br /> don ' t vote. . . <br /> MR. ISHIDA: As I understand it, the county, of <br /> course, will still be doing it, but in the event that citizenry <br /> would be unhappy or displeased with certain actions of the <br /> council pertaining to taxes and that they would be able to come <br /> up and initiate something to modify them. I am having a <br /> difficult time in my mind, to reconcile the fact that why the <br /> citizenry can be considered not competent, or, you know, not <br /> akamai enough to. . . <br /> MR.
