Also in maybe the way you might want to <br /> present the question to the voter Mr. Arakaki has one the <br /> Maui County used in the prior election. It was a very, very <br /> good publication. <br /> CHAIRMAN SAKATA: I took charge of the polls <br /> on the last one, on all of this, when it did come time to <br /> vote on the ConCon resolutions, they hardly looked at it, they., <br /> just picked up the card and some of them didn ' t even vote on <br /> it. And, you know, the facsimiles and things like that, we <br /> had a whole stack of them and very few were used. <br /> MR. TAMASHIRO: Yes, we know that but we are <br /> covered by the Voting Rights Act and although we supply them <br /> with this kind of statistics there is no way we are going to <br /> be able to bailout. <br /> CHAIRMAN SAKATA: I -think in this charter <br /> revision election, too, the thing is people are not responsible. <br /> They are not going to look at this from the standpoint that it <br /> is going to be a revision and it is going to be a major change. <br /> They are not going to come to the polls with this type of an <br /> attitude. I think we might have a very poor turnout. We might <br /> have a turnout where people are not going to be responsible <br /> to this change. I think, like you say, they should be <br /> educated. . . <br /> MR. TAMASHIRO: I feel that you, you know, I <br /> think that is part of your responsibility. It is not only to <br /> make the change but to have people excited enough that they <br /> come and make an effort to vote. I think that has to do with <br /> the way you design it, the way you disseminate information. <br /> When the voter knows what he is voting on, what the issues <br /> are, I think he will come out. Again, these are the mechanics <br /> of what you have to do to get an election going. I would <br /> suggest keeping your amendments to the major ones and maybe <br /> you can forego some of the housekeeping. If the language is <br /> not vague but it is bad grammar or the wrong word used, I <br /> don ' t see that that would change that much in the charter. I <br /> think you could let it go. <br /> Mr. Chairman, I am well aware that lust being <br /> presented with a lot of sample ballots, etc. , you may not have <br /> been thinking of ballot design and the way you might present <br /> amendments.
