MR. TRULSON: Mr. Chairman. I would like to <br /> move that we leave the Boards and Commissions at the present <br /> 5 year terms as it is stated in the present charter. <br /> MR. SCHUTTE: I second the motion. <br /> CHAIRMAN SAKATA: It has been moved and <br /> seconded that we leave the Boards and Commissions as is <br /> stated in the present charter. <br /> MRS. KOBAYASHI : Mr. Chairman. Mr. Trulson, <br /> what is your rationale? <br /> MR. TRULSON: I feel that if we go on 3 year <br /> terms, three year staggered. . .no, they can be consecutive <br /> terms, the commissioners are not going to be knowledgeable <br /> enough, I believe, in three years to effectively operate with <br /> the Police Department. It is quite possible that if there is <br /> a long period of time, as it has happened in the past, where <br /> the mayor does not appoint somebody in, say, a year. . .a ctually, <br /> he would be appointing somebody for only two years. There <br /> would be no continuity in the commission, itself. There are <br /> certain programs that start--four and five year programs--and <br /> with an all new commission, these programs would be somewhat <br /> lost. Also it would give the mayor, I feel , every two years <br /> he possibly could have a quorum. . . <br /> MR'S. KOBAYASHI : So, Mr. Trulson, your feeling <br /> is that it would take three years for a lay person to learn <br /> the operations of a commission? <br /> MR. TRULSON: Maybe not three but, at least, <br /> two. Perhaps you could ask Mr. Yanaga. Mr. Yanaga, I am <br /> directing her question to you. <br /> MRS. KOBAYASHI : Mr. Trulson said one of the <br /> rationale for his motion to leave the term of office for five <br /> years, is that it takes at least two years for a commissioner <br /> to learn what the operations are. <br /> MR. YANAGA: That is one of the reasons but I <br /> think the main thing is like we talked about politics. We <br /> don ' t want politics to be involved in these commissions . <br /> Especially, when you make it three years and you have a new <br /> mayor and he will select all these commissioners. Naturally, <br /> those commissioners will be obligated to the mayor. The <br /> mayor being four years and the commissioners being three <br /> years , he' s got the chance to pick all these commissions. <br /> He can tell the commissions what to do. Especially in the <br /> Police Department. We play with human beings, now, I don ' t <br /> think we should be playing politics. As far as I am concerned, <br /> that is one of the main reasons. That is the reason why I <br /> voted no, the last time. <br /> MR. ISHIDA: Mr. Chairman , I would like to <br /> restate what I have stated before. If my memory serves me <br /> correctly, I don't believe that there was anyone that requested <br /> -21- <br />
